Votes at a glance: Clearfield County commissioners approve routine bills, personnel changes and service agreements

The Clearfield County Board of Commissioners on Aug. 19, 2025, approved a series of routine administrative actions and contracts during a single meeting session.

Bills and minutes The board approved minutes from the Aug. 12, 2025, meeting and voted to approve county bills as presented by Controller Edwards. Controller Edwards reported fund amounts including: General Fund $751,739.43; Liquid Fuels $3,574.59; Hazmat $291.39; Hotel Tax Fund $318,935.35; Domestic Relations $5,275.51; Children and Youth $63,595.49; for a reported total of $1,711,890.52. Edwards said a $911 transfer was between bank accounts within that fund.

Personnel Commissioners approved a lengthy personnel list that included new hires, transfers and separations. Examples in the list included: a probation officer (adult probation) effective Sept. 2, 2025; a public defender law clerk effective Oct. 1, 2025; temporary transfers into DUI probation; and multiple part-time corrections and 911 telecommunicator start dates in August and September 2025. Commissioners identified an apparent date-entry error for one transfer and corrected the effective date to Sept. 1, 2025 before voting.

KOZ extension (Resolution 2025-5) The board approved Resolution 2025-5 to extend tax benefits under an existing Keystone Opportunity Zone (KOZ) for parcels near the Walmart area (the transcript reference calls this a KOZ extension). Solicitor Bozovich summarized that Clearfield County originally entered a resolution in 2015 creating the KOZ and that the proposed resolution would extend tax benefits for qualifying parcels for an additional 10 years. Commissioners said the school district and township had approved the extension.

MATP subrecipient agreement The board approved a subrecipient agreement with Central PA Community Action for the Medical Assistance Transportation Program (MATP). Commissioners said the county passed through prior-year funding of $1,840,266 and that the current allotment increased to $1,886,120; the subrecipient agreement mirrors prior-year agreements and commissioners reported no prior program issues.

Procurement and service agreements Commissioners authorized advertising an RFP for the county jail food service ahead of a contract expiration in December. They also approved a batch of purchase-of-service agreements for children and youth services with multiple providers, including Justice Works with Youth Care, Clear Vision Residential Treatment Services Inc., Pence Run Youth Services Inc., Paratech Home Health Associates LLC, Appalachian Youth Services Inc., and the Children's Aid Society of Mercer County. The board approved an MOU with Community Connections for fiscal year 2025–26 for early intervention services tied to Children and Youth Services.

Votes All listed motions and contract approvals were passed by voice vote; recorded responses were “Aye.” Specific individual roll-call votes were not provided in the meeting transcript.

Other business Commissioners provided an update on broadband outreach, saying more than 50 residents had contacted the county about expansion efforts and reporting visible work by a contractor (Verizon) in some areas. The meeting adjourned at 10:50 a.m.
