Board reviews $103,500 demolition estimate for 204 West Gardenia; takes no action pending timeline and paperwork

The Substandard Structures Review Board heard from the building official that a partial permit had been issued previously for foundations at 204 West Gardenia Street but no work had begun and the owner had not provided a detailed construction timeline.
The building official said staff contacted three contractors; only MAV Contracting responded with a demolition/project estimate of $103,500. The estimate, as described to the board, included demolition of concrete slabs and footings, the swimming pool, piling, driveways, patios and a gazebo; installation of a high-visibility safety fence; trimming or removal of foliage as requested by the board; and other site work. Staff also noted that portable restroom service and a Republic Services dumpster had not yet been observed on site.
Staff told the board there were outstanding submittals required for project compliance, including a revised project estimate, a $100,000 surety bond to secure possible demolition, a WPI1 application form and architectural plans showing all walls to be repaired.
Board members questioned whether the pool had been drained and whether any site preparation had occurred; staff confirmed the demolition quote covered pool and foundation demolition but that no contractor work had commenced. Because the owner had not provided a detailed timeline and only one contractor had submitted a quote, a board member moved for no action on the demolition item that day and asked staff to contact the owner and contractor and report back at the next meeting. The motion passed by voice vote.
The board left the demolition estimate on the table and asked staff to secure the missing documents and the required surety bond before returning the item for formal action.
