Elkhart County commissioners unanimously approve appointments, TIF corrective resolutions, crack-seal bid and smaller appropriations

- Appointment: Jared Copeland was appointed to the Wakarusa Public Library Board for a term ending July 31, 2029. The motion was moved and seconded and the board carried the appointment by roll call.
- Corrective resolutions: Commissioners approved corrective resolutions issuing and approving the written orders from the Elkhart County Plan Commission for the Middlebury East TIF District and for the South Bend TIF District. County Attorney Steve Olson explained the planning commission approved amended written orders on Aug. 14 and the board needed to approve the amendatory resolutions to increase the district sizes.
- Highway bid award: The board awarded the 2025 crack‑seal program bid to the low bidder, Schedella Construction Incorporated (as read into the record). The county highway representative presented the bid recommendation and the board approved it.
- Planning appropriation for online permitting: The board approved an additional appropriation of $72,000 to implement an online permitting system for building permits. May Kratzer of Planning and Development explained the funds will cover software used by several county departments; staff noted the item had been on prior agendas but not previously implemented. During discussion a commissioner noted the agenda wording said "general planning fund" but that the appropriation should come from the general fund; staff clarified the funding source at the meeting.
- Weights and measures: The July 15–Aug. 14 weights and measures report was accepted by the board.
All of these motions carried unanimously by voice vote or roll call as recorded in the meeting minutes.
