LAKE ELMO, Minn. — The Lake Elmo City Council on Wednesday adopted an ordinance moving the permitted start time for trash-hauler operations from 7 a.m. to 6 a.m., and approved spending authorizations tied to the city’s 100-year celebration.
City staff presented a review of solid-waste start times in nearby communities before the council voted to adopt ordinance 2025-13. “We did a review and we reviewed solid waste for 12 nearby cities,” city staff member Estopo said, noting that several peer cities, including St. Paul and Minneapolis, set hauler start times at 6 a.m.
