Lake Elmo Council adopts earlier trash-hauler start time, approves centennial spending and fireworks

LAKE ELMO, Minn. — The Lake Elmo City Council on Wednesday adopted an ordinance moving the permitted start time for trash-hauler operations from 7 a.m. to 6 a.m., and approved spending authorizations tied to the city’s 100-year celebration.
City staff presented a review of solid-waste start times in nearby communities before the council voted to adopt ordinance 2025-13. “We did a review and we reviewed solid waste for 12 nearby cities,” city staff member Estopo said, noting that several peer cities, including St. Paul and Minneapolis, set hauler start times at 6 a.m.
The ordinance change, presented as ordinance 2025-13, amends the city code to set a 6 a.m. start time for trash haulers. After discussion the council moved to adopt the ordinance; council members voiced assent and the mayor declared the ordinance adopted.
Council members also approved staff recommendations for the city’s centennial celebration. One motion authorized staff to spend up to $50,000 for celebration costs other than fireworks; a second motion authorized up to $15,000 for a fireworks display to be staged at the site recommended by the fire chief and presented by staff.
City staff said the fire chief and fireworks vendor have reviewed safety requirements and recommended a preferred site that would use existing perimeters at Lions Park and could be adjusted for wind or other safety spacing. The council’s motion specified that the fireworks type and spectator clearances follow the fire chief’s guidance.
The council approved a multi-item consent agenda at the start of the meeting that included routine contracts, pay requests and project work: payment and disbursements and payroll; special event permits for the Inwood Neighborhood social event and Ride to End ALZ; change order No. 2 and pay request No. 4 for Hudson Boulevard Improvement Segment A; authorization of engineering services for North and South water treatment plant studies (including geotechnical investigation for the South plant and wells); release of warranty security for Union Park first and second; pay request No. 1 for the Village Parkway UP railroad crossing improvements; and acceptance of quotes and a contract for the demolition of Water Tower No. 1.
Why it matters: The trash-hauler start-time change affects daily noise and operations in residential neighborhoods and aligns Lake Elmo with several neighboring cities. The centennial spending authorizations set the budgetary limits and site guidance for a major one-time community event.
