Elkhart County approves $7.2 million TIF appropriation for County Road 17 upgrades

Elkhart County commissioners on Aug. 18 unanimously approved an additional appropriation of $7,200,000 from the Northeast Corridor tax increment finance (TIF) fund to pay for construction and construction inspections for the County Road 17 upgrade between County Road 38 and County Road 142.

The appropriation covers work on a so-called “super 2” configuration for County Road 17; county staff said right-of-way purchases and engineering work already have been completed and that further appropriations will be requested in future years to complete the project. The board voted to approve the request without recorded opposition.

Why it matters: The appropriation commits TIF resources to a major road project that county staff describe as long planned and expected to proceed in stages. County officials said the money will be used for both construction and construction inspection services; additional funding requests for later phases are expected.

Commissioners discussed the price tag during the meeting. One commissioner said the amount was substantial and urged caution, saying the board should "tap the brakes" before the project reaches the work at County Road 142. Staff described the $7.2 million figure as a reflection of rising costs and the long development timeline for the corridor.

The request was introduced by county staff during the highway/engineering portion of the agenda. Commissioners did not amend the request at the meeting and approved it by voice vote.

Looking ahead: County staff indicated they will return to the board with further appropriation requests and updates as the multi-year project advances. The meeting record did not specify a construction schedule or contractor selection for the work funded by this appropriation.
