Johnson County approves low-bid contract to replace windows at Roan Creek Elementary

The Johnson County Board of Education on Aug. 14 approved a contract with Home Choice Windows and Doors to replace windows at Roan Creek Elementary School.
Board members voted unanimously to accept the low bid after staff and the school architect described long-running deterioration of the existing wood-frame windows and presented a sample unit from the recommended vendor. The board did not identify any new county appropriations tied to the project; staff said the work will be funded from reserves or undesignated balances if necessary.
School staff said the windows to be installed are a Quaker aluminum unit with a thermal break, argon-filled cavities and triple low-E coatings designed to improve energy performance. Architect Tom, who attended the meeting, described the product as “a really good high-efficiency window” and noted typical warranty terms: a one-year labor and installation warranty, five years on frame components and operating mechanisms, and 10 years on insulating glass and finish.
Board members asked about the low bid and whether the price reflected a promotional effort. A staff member said manufacturer pricing and direct sourcing helped reduce costs; the contractor’s local office is licensed in Knoxville and has a Johnson City presence. The board also reviewed the bid tabulation, which was on file with the meeting packet.
The board called the roll after discussion; Board member Graber, Board member Walker and Board member Long each voted yes.
The contract award follows several years of maintenance concerns at Roan Creek Elementary and the district’s decision to solicit competitive bids for a full window replacement.
The district did not give a firm start date for installation at the meeting. Staff said they will coordinate scheduling and provided sample windows for board review.
