Planning commission approves rezoning for Kicking Bird townhomes, sends plan to City Council

The Edmond Planning Commission on Aug. 5 approved a rezoning to a planned unit development that would allow up to 49 townhome units on roughly five acres at the Kicking Bird site south of Danforth, sending the case to City Council on Aug. 25, 2025.
City staff told the commission the applicant seeks to rezone the parcel from A single-family to a PUD (Z24-00015) to allow townhome development and accompanying amenities such as a clubhouse, pool and park. Staff said the PUD’s design statement would limit uses to those specified in the submission and cap height at two stories or 35 feet. “The proposed PUD meets the intent of this comprehensive plan category,” staff said, and recommended approval.
Applicant representative David Box, who spoke for the developer, said the project follows a recent comprehensive-plan amendment that reclassified the property as suburban infill to “accommodate this development.” He added the PUD limits the density within buildings and the overall unit count.
Commissioners asked whether elevations were available; Box and staff said the PUD submission included a site plan and landscape exhibits but not detailed townhouse elevations. No members of the public spoke for or against the proposal during the hearing.
A commissioner moved to approve the PUD and the motion passed on a 5-0 vote. The commission’s approval forwards Z24-00015 to the Edmond City Council for consideration at its Aug. 25, 2025 meeting.
The PUD as presented would allow two-story townhomes and accessory amenities; final design details, including building elevations and landscaping, will be refined at the site-plan stage if the City Council approves the rezoning.
