The Leawood City Council took a series of ordinance and consent votes at its July 21 meeting. All items listed below passed unanimously unless otherwise noted.
• Revised final plat — Leawood Subdivision, Lots 503B, 530B1 and 716B (consent item A): The council approved a revised final plat combining remnant pieces of lots south of 90 First Street and west of Lee Boulevard to reflect existing yard usage and clear up historical property-line confusion. Planning staff said the transaction formalizes ownership that neighbors already treated as part of an adjacent yard. The motion was adopted by roll call 7–0.
• Parkway Plaza — Jameson Medical Building (Planning Commission Case No. 45-25): Council approved a special-use permit and revised preliminary plan to allow construction of a 6,500-square-foot single-story medical office building with a future 5,500-square-foot expansion at a lot north of 130 Fifth Street and west of Briar Street. Planning Commission recommended approval 8–0. Applicant representatives told council landscaping will use heat-tolerant native plants where appropriate. Ordinance adopted by roll call 7–0.
• East Village — Chase Bank (Planning Commission Case No. 61-25): Council approved a special-use permit, preliminary and final plans and final plat for a new Chase branch on a roughly 1.2-acre parcel at the southeast corner of State Line Road and 130 Fifth Street. The proposed bank is a single-story, 3,400-square-foot building with an ancillary drive-through ITM; the planning commission recommended approval 8–0. Ordinance adopted by roll call 7–0.
• 2025 Comprehensive Plan update (Planning Commission Case No. 57-25): The council adopted the annual housekeeping update to the city’s existing comprehensive plan, which incorporates last year’s developments and updated demographic information. Staff said Kansas statute requires an annual update even as the city begins work on a full-plan modernization process. Ordinance adopted by roll call 7–0.
Why this matters: These votes finalize routine development approvals and keep the city’s planning documents current, enabling subsequent permitting, construction and infrastructure coordination.
Provenance: Individual items are addressed in staff presentations and applicant remarks beginning at roughly 4974.40 (Parkway Plaza), 5232.73 (East Village Chase), 5842.20 (comprehensive-plan update) and consent discussion earlier for the revised final plat (transcript starting at 1218.97).
