The recommendation came after a staff presentation detailing the recent bid opening. Lloyd, a city staff member, said the project was re-advertised after receiving only a single bidder in the first solicitation; the second solicitation produced two bidders and Capital Electric submitted the low bid. Lloyd said the low bid, $730,320.05, was about 8% higher than the engineer’s estimate and lower than the first single bid of roughly $749,313.
Lloyd said the work will create a four-way signal at 80th and Metcalf that adds left-turn arrows for east-west movements, introduces flashing yellow arrows, and includes sidewalk improvements. He described fixture changes, saying the new signals will use black “cobra head” style heads rather than the decorative lantern-style fixtures the city used previously because the decorative units are no longer available. Lloyd also said the project includes replacing older rigid metal conduit with newer plastic conduit intended to last decades.
A committee member noted rising material costs and asked whether lane geometry would change; Lloyd said the project includes no lane reconfiguration and builds on existing concrete and conduit where possible. Lloyd attributed part of the higher cost to steeper steel prices and a move to larger poles meeting a 2013 AASHTO design standard.
Committee member Mr. Patrician moved the recommendation; a second was recorded by Ms. Grumert. The committee chair called the voice vote; the motion passed 5-0. The recommendation will go to the City Council for final approval.
