Bannock County commissioners approve travel upgrade policy, employee leave and other routine items in voice votes

Early in the meeting the board considered a request to waive a fee or to waive interest and late charges on a tax payment. After a motion to rely on the Idaho statute and existing county procedures, the board took a voice vote; the motion was carried as a denial of the waiver request and staff were directed to follow Idaho code and normal assessor procedures.
Later, Buddy Romro, public works assistant director, requested approval of pre-approved leave without pay for a new Road and Bridge employee who had pre-existing vacation plans. The board voted to approve the leave request; staff said the absence would total 26 hours.
The board approved a volunteer rental agreement for juvenile justice program activities; the procurement staff reported no concerns while reviewing the agreement.
Commissioner Moser proposed an update to the county travel policy to allow the county to pay up to Comfort Plus for airfare when funds are available. After discussion about state travel norms and the need for departments to document seat assignments to avoid upgrades beyond Comfort Plus, the board voted in favor of allowing Comfort Plus when department travel budgets permit. The comptroller asked departments to record seat numbers to aid reimbursement and accounting reviews.
Commissioners also approved an exception allowing one elected official to attend the WEIR conference in 2026 despite a general policy limiting out-of-state conference travel for officials not running for re-election; the commissioner presented the request in advance so the expense could be budgeted.
