Bannock County procurement officer outlines project spending, flags extra costs for abatement and roof work

Shanna Crystal, chief procurement officer for Bannock County, told the Board of County Commissioners on July 16 that several ongoing capital projects require decisions about where to charge unplanned costs and that some construction items will require change orders.
Crystal said an invoice from vendor Diatrop for an aerial survey and data delivery tied to the feasibility work on the Rotary (River) Bridal Corner project arrived without an identified funding source. She presented three options: charge the department that requested the work, charge County Operations contract services, or charge the coroner’s capital budget for the coroner’s portion, which she estimated at about $3,700. After discussion in which staff said the coroner’s capital budget was acceptable and that the coroner would sign off on the invoice, the board directed staff to charge the Diatrop invoice to the Road and Bridge budget as part of related work on site access and storage-shed planning.
