Committee moves to standardize bylaws, to return draft at next meeting

The Garland Boards & Commissions Committee asked city staff to develop a draft to standardize bylaws for city boards and commissions and return the item to the next committee meeting.

Committee members said bylaws across boards vary and that some bodies must follow state or federal rules while others have locally written bylaws. “The big issue was the bylaws are just now we understand that some have to be as they are based on, state regulations or federal regulations. But others, it's like everybody just wrote their own bylaws and there are no there's no consistency between them,” a committee member said.

The committee asked staff to examine several items as part of the standardization effort, including whether to permit a rotating chair and a vice chair, and whether boards should deliver an annual report to city council. “We also wanted to include an annual report by each board and commission to council every year,” a committee member said. Staff agreed to follow up and draft a standardized bylaws template and to return with a proposed draft at the next committee meeting.

Committee members and staff noted legal exceptions will be made where state or federal law requires specific language or structure. A staff member said some committees are governed by state law and would be treated accordingly. No formal motions or roll-call votes were recorded on this item; staff described the next step as drafting the template and returning to committee for review.
