The council on Oct. 14 authorized a subdivision improvement agreement with Poppy RE LLC for the Poppy Market commercial development at 802 El Camino Real.
Public Works staff reported the developer will construct public street and landscape improvements shown on reviewed permit plans; those improvements are to be annexed into the city’s special maintenance districts and accepted for ongoing maintenance before the project is eligible for occupancy. The staff report said the developer bears construction costs and fees; the city engineer and public works director recommended council approval.
Council asked a procedural question about permit status; staff did not have a status update at the meeting. After no public comment, a councilmember moved approval, the motion was seconded and the council approved the subdivision improvement agreement by voice vote.
Staff will continue to process permits, require recordation of the final map and confirm annexation into maintenance districts before issuing occupancy certificates for the project.
