Council authorizes concurrent processing for Amgen’s proposed R&D center at Thousand Oaks headquarters

The Thousand Oaks City Council on Oct. 21 unanimously approved a resolution allowing Amgen to pursue concurrent processing of a specific plan amendment and the entitlements needed to develop a new research and development building at its global headquarters in Thousand Oaks.
Staff told the council the request would align the Amgen specific plan (adopted 1994) with the city’s Thousand Oaks 2045 general plan land-use designations, which allow higher building heights in parts of the campus. Senior planner Ian Holt said concurrent processing would allow the city to evaluate a specific plan amendment and project entitlements together rather than sequentially and that subsequent steps would include a formal application, environmental review under CEQA, Planning Commission review and a final council decision.
Amgen executive Colby Allen described the proposed facility, called Building 50, as the company’s first building globally designed to colocate discovery research and pre-pivotal process development teams. “We plan to invest more than half a billion dollars in this new building,” Allen said, and thanked staff for support.
Council members praised Amgen’s long local presence and the proposed investment. Council Member Angler moved to adopt staff recommendations to authorize concurrent processing; the motion carried 5-0.
