The Layton City Council approved Resolution 25-45 on Sept. 8, authorizing a letter of agreement with Davis Behavioral Health that links water impact fees and exaction requirements to the actual fixture counts for the project’s initial phase while allowing the city to install a larger master meter to serve future phases.
Mr. Jackson presented the agreement, explaining Davis Behavioral Health is constructing a new facility on South Main Street and will install a 3-inch master meter that is sized to serve the initial building plus potential future development on adjacent parcels. Because a 3-inch meter and the associated infrastructure can accommodate substantially more demand than the first phase requires, staff proposed assessing impact fees for the present phase based on actual fixture counts and deferring fees for future phases until they develop.
Councilmembers asked practical questions about meter sizing and capacity; staff confirmed a 3-inch meter can deliver roughly 500 gallons per minute and that the vault required for a 3-inch meter is larger than for smaller meters. Council approved the letter of agreement on the consent agenda and authorized the mayor to sign the document.
Staff said installing the larger meter now is prudent to avoid rework and that the city will collect additional impact fees later when subsequent phases develop. No dollar amounts for the deferred fees were provided in the meeting record.
