The Layton City Council approved a $48,850 consulting contract (Resolution 25-43) to study and recommend design options for a realigned roadway and a safer trail crossing at the intersection of Sugar Street, Angel Street and Gentile Street.
Public Works staff (presented by Mr. Jackson) told the council the study will evaluate alternatives for better aligning the three-way intersection, rerouting an adjacent trail and improving the pedestrian/bicycle crossing. Staff solicited proposals from three consultants and received one bid from Methods Consulting, which proposed the study for $48,850. The scope includes design assistance and pedestrian and bicycle counts.
Council members asked whether an underpass had been considered; staff said subsurface utilities—including a large sewer line and high-pressure fuel lines—make an underpass challenging but that all options will be evaluated in the study. Staff also said they had worked with property owners (including a new warehouse site) to minimize right-of-way impacts during any realignment.
The resolution was approved as part of the consent agenda and the city manager was authorized to execute the agreement. Staff said the study will inform any future design and construction steps and assess alternative crossing treatments for a heavily used trail crossing.
