Transportation committee approves lifting 2‑hour limit on Washington Street near downtown YMCA

The Oshkosh Transportation Committee voted to remove the two‑hour on‑street parking restriction on the stretch of Washington Street between Broad Street and Court Street near the downtown YMCA.
Jeff Schneider, president and CEO of the downtown YMCA (324 Washington Avenue), told the committee the YMCA has outgrown its lot and is working with an engineering firm on a site plan to expand parking on adjacent parcels the organization owns; that construction and approvals are likely to take about a year. Schneider said YMCA staff and members commonly park on the Washington Street block; this year the city began enforcing the two‑hour limit more consistently, which led to new tickets. As an interim measure, the YMCA said it negotiated parking permission with an adjacent property operator (the Howard) and has access to about 15 spots in a Winnebago County lot for staff.
Committee members noted the Howard building operators and the adjacent property owner had no objection to the request. After a motion and second, the committee approved the removal by roll call: Armstrong — Aye; Merrick — Aye; Hartman — Aye; Nichols — Aye; Martin — Aye.
Staff and YMCA representatives discussed possible temporary versus permanent removal of the restriction; staff suggested covering or removing the two signs on the block while the YMCA’s permanent lot expansion is developed. The YMCA said it would prefer a permanent change but would accept a temporary removal until the new parking is built. The approved committee recommendation will proceed as needed to the Common Council for any ordinance steps required to change on‑street restrictions.
