The Laguna Beach Design Review Board voted unanimously on Aug. 14 to approve design review 25-1300 and associated variance 25-1301 for a remodel at 2 North Encino that includes roughly 915 square feet of additions, an expanded driveway/hardscape and a variance to allow roof pitches below the three-and-12 minimum set by the 3 Arch Bay plan.
The applicant said the lower roof pitch was requested to preserve view corridors for downhill neighbors; board members and staff noted that the project otherwise met applicable design standards for the 3 Arch Bay special area. Multiple board members reported site visits and ex parte contacts. Staff recommended approval and presented a CEQA determination that the project is exempt under Class 3 (new construction or conversion of small structures) per the cited CEQA exemption (section 15303).
Board member Emer made the motion to adopt the staff resolution approving design review 25‑1300 and variance 25‑1301 and to find the action exempt from CEQA (section 15303). The motion was seconded and a roll-call vote recorded five yes votes (Board member Belta; Board member Kavnie; Board member Weil; Chair Pro Tem Gannon; Chair Gibbs). The board announced the project approved 5–0.
The approval includes the variance to allow reduced roof pitch for the infill roofs to avoid raising ridge lines and blocking neighbors’ views; staff and the board noted that the majority of gabled roofs will meet the 3:12 pitch and that the requested infill roofs are less visible and meet variance criteria in the 3 Arch Bay context.
