The Highland Village City Council approved the fiscal year 2025–26 budget and separately adopted a property tax rate of 0.500984 per $100 assessed valuation at a special meeting on Sept. 16. Council members also ratified a $760,922 increase in property tax revenue tied to the budget.
The actions were taken on the second and final readings required for adoption. Council approved Ordinance 2025-13-30 to adopt the budget, Ordinance 2025-13-31 to levy the ad valorem tax rate, and Resolution 2025-3-208 ratifying the revenue increase. All votes were recorded and carried unanimously, 6-0; Councilman Nelson was absent.
City staff recommended the voter-approval rate of 0.500984 to support the services and programs included in the adopted budget. "We recommend approving the voter approval rate at 0.500984," said Heather, a city staff member, noting that because the rate exceeds the no-new-revenue rate the motion needed special language and a record vote.
Deputy Mayor Pro Tem Feaster moved adoption of the 0.500984 tax rate, saying the motion both increased the rate and approved Ordinance 2025-13-31 on second reading. The council recorded the vote and the ordinance passed unanimously.
Staff told the council that the tax-rate percentage change discussed during the meeting differed depending on whether new taxable property is included. "The 3.5 is based upon current properties ... new property that's taxed that's included in the 4.3 but excluded from the 3.5," Heather said, explaining the difference between the state-calculated percentage for existing property and the larger percentage that includes new property.
The council also approved Resolution 2025-3-208, which ratified a $760,922 increase in property tax revenue compared with last year, a 4.51% increase. Staff said $46,919 of that total represents taxes from new improvements.
Mayor Wilcox and councilmembers thanked staff for their work during the budget process. The meeting adjourned at 8:08 a.m.; Councilmember Kicksmuller introduced a young guest before adjournment.
