The board approved Resolution 19-25UD (motion approved; chair dissenting) after a lengthier-than-usual discussion about the plant's condition, training of city staff and the role of outside contractors. Executive Director Joshua Neiman told the board the funds are needed to complete major repairs at the existing plant and to keep the system operating until the new membrane treatment facility comes online.
