The West Bend Community Memorial Library Board approved routine items, gave tentative approval to the library’s 2026 budget draft and adopted a new code of conduct at its meeting on Tuesday.
The board approved the consent agenda, which included minutes from the June 17 meeting and June and July expenditures. The board then reviewed financial reports and donations reported by finance staff Joseph.
On the 2026 budget, Library Director Steve presented a first draft and explained it is a best-estimate budget that may change during the city and county review process. The draft trimmed a staff request for $30,000 in new digital-resources funding and reduced a proposed $100,000 increase in building maintenance down to $20,000. The board approved the draft as written with the caveat that staff would amend it if insurance adjustments, city-provided figures or other changes required updates.
The board also approved a new library code of conduct after staff circulated a draft based on guidance from the Wisconsin Department of Public Instruction policy emails (policy-of-the-month). The code establishes expectations for behavior, options for staff response and an appeal process that routes to the director and then the board.
Motions and outcomes at the meeting: A motion to approve the consent agenda passed; the board gave tentative approval to the 2026 budget draft with permission for staff to update the document as needed; and the new code of conduct passed on a motion with Tim recorded as the seconder. The meeting record does not show roll-call vote counts tied to individual board members for these items; each motion carried.
Board members asked Steve to email any material updates on the budget and insurance to the board as they occur. The next regular meeting is scheduled for Sept. 16.
