Mazzellan described the building as a roughly 9,734-square‑foot, one‑story medical office with associated parking and circulation. The application lists three modifications in the staff table: a reduced loading-space standard (applicant said deliveries are typically small vans, not large trucks), and two landscaping exceptions where underground utilities and a stormwater-management embankment prevent planting large shade trees; the applicant proposed shrubs and lower-level ornamental plantings in those constrained strips.

Staff told the commission the site is small and the modification requests relate to practical constraints (stormwater facility embankment, minimum distances to buried utilities). Commissioners asked for clarity on the modification table and confirmed there are three modifications listed for the lot; staff said some landscaping elements were compliant or above code, and noted the project would be reviewed for APFO and engineering prior to hearing. No public comment was recorded and no action was taken at the workshop.
