The Clark County Council on Aug. 13 approved the minutes from the July 30 meeting, endorsed a candidate for the Washington State Board of Natural Resources, removed one agenda item, and authorized the county manager to sign separation and settlement agreements with three named employees following an executive session on pending litigation.
The council voted to approve the minutes of July 30, 2025 by voice vote. The council also expressed support for Randy Johnson (a candidate for the county's slot on the State Board of Natural Resources), noting he was the only candidate on the ballot; the council chair agreed to sign the selection form before the filing deadline. Early in the meeting the council removed agenda item 4.3 after a council member requested its removal. After returning from executive session on pending litigation, the council moved, seconded and voted to authorize the county manager to sign separation and settlement agreements on behalf of the county with Ray Alanis, Isaiah Hudson and Elias Pena; the motion carried by voice vote.
Why it matters: The settlement-authorizing vote follows an executive session convened under RCW 42.30.110(1)(i) for pending litigation and allows county management to finalize agreements on the council's behalf. The endorsement of a representative to the Board of Natural Resources is an administrative action that commits the county's official vote in the statewide selection process.
Votes at a glance: - Motion to approve minutes of 07/30/2025: moved and seconded; voice vote — all present voted aye; outcome: approved. - Removal of agenda item 4.3: unilateral removal announced and accepted by the chair; outcome: removed from the agenda. - Endorsement of candidate Randy Johnson for the Washington State Board of Natural Resources selection: council consensus/voice support recorded; outcome: county to submit support form; chair to sign before the 5 p.m. deadline noted by staff. - Motion to authorize the county manager to sign separation and settlement agreements with Ray Alanis, Isaiah Hudson and Elias Pena: moved and seconded in open session after executive session; voice vote — all present voted aye; outcome: authorized.
What speakers said: Chair Sue Marshall called the meeting to order and managed roll call and procedural items. One councilor described the Board of Natural Resources selection as noncontroversial because there was only one candidate and said they would sign the form after the meeting. After executive session a councilor moved to authorize the county manager to sign the settlement agreements; the motion was seconded and the council voted aye by voice vote.
Ending: The council adjourned council time without objection after the settlement motion carried.
