The Kodiak Island Borough Assembly reviewed a proposed code amendment on Oct. 14 to clarify where assisted‑living homes and assisted‑living facilities may locate in borough zoning districts.
Seema (community staff) told the assembly that the Planning and Zoning Commission held a public hearing on July 16 and voted to recommend approval of updates to various sections of Title 17 to define assisted‑living uses and to allow assisted‑living homes and facilities in additional residential and business districts. The proposed changes would permit assisted‑living homes in multiple residential designations (including single‑family, two‑family and rural residential districts) and would allow assisted‑living facilities in multifamily residential and several commercial districts, with conditional use permits used where appropriate. The amendment also updates parking requirements for both assisted‑living homes and facilities.
Community Development Director Chris French was present to answer questions; assembly members asked whether loosening definitions might help generate more senior housing on Kodiak. French said the change was prompted by inquiries from property owners and license applicants who found the current code did not list the use explicitly and had run into difficulty securing state licensing without a clear local code designation.
The ordinance was introduced at packet review and will proceed to a public hearing on Aug. 21 (as described in the packet timeline). No final legislative action was taken at the work session.
