Maui County Council appoints Robert Pahia to East Maui Regional Community Board

Council Chair Allison called the brief special meeting because the appointment was time sensitive; council members said a decision was required before an August 17 deadline. County Clerk Moana Luthi stated there were no public testifiers on the item before the council moved forward.
Member Shane Sennenci moved to adopt the resolution; Pro Tempore Tasha Kama seconded. In supporting remarks, Sennenci told the council the independent nomination board transmitted Pahia’s application on July 18, 2025, to fill a vacancy created May 22, 2025. Sennenci said the unexpired term runs through March 31, 2028, and that the council interviewed Pahia during an Aug. 4 WhatsApp meeting.
"Mr. Pahia fulfills the charter's requirement for at least one board member to have experience in water resource management and be actively engaged in ranching, farming, aquaculture, or in the area where water service is provided," Sennenci said.
Sennenci also said Pahia serves on the Kula Egg Park board and understands needs at the Department of Hawaiian Home Lands at Waiakuli and the Keaokea farm lots. Council Member Tom Cook and Council Member Keani Rollins Fernandez each spoke in support of the appointment.
The council adopted the resolution by voice/hand vote. The clerk reported eight ayes and one excused (Vice Chair Yukihile Sugimura). The meeting record does not specify an effective date for Pahia’s appointment.
Following the vote, Chair Allison announced the motion carried and the special meeting was adjourned.
