Councilman Rykalski moved the item; Councilman Hart supported it. Director Ayub told the council that SEMCOG is “our regional planning, and coordinating agency” and described the grant as a competitive planning and technical assistance award. He said Westland was awarded $34,000 and the city’s share for the project is $6,171.
Ayub said the city requested assistance because the Norway neighborhood’s infrastructure currently limits the potential for infill single-family development; the proposed study will evaluate infrastructure needs and alternatives to support reinvestment and potential future capital-improvement programming. Ayub noted the scope had not been finalized and that the city will work with engineering staff, the Norway Citizens Council and Jefferson Barnes to develop the project plan.
Council members emphasized local concerns such as deteriorated ditches and culverts and asked that the study consider those drainage and flooding issues. The motion passed after no dissent was recorded.
The grant award will fund a planning study; the council authorized the local match so staff can proceed to scope the project and coordinate stakeholders.
