Rules Committee forwards Kelly Yoon to full board for Citizens Committee on Community Development

The Rules Committee voted on July 28, 2025, to forward Kelly Yoon’s appointment for Seat 4 on the Citizens Committee on Community Development to the full Board of Supervisors with a positive recommendation.
Kelly Yoon introduced herself to the committee, describing her background as a San Francisco native, daughter of Korean immigrants, and her current role as chief development officer at the Oakland Public Education Fund. She cited experience in strategic fundraising, grant making, and prior service advising social-welfare programs in Berkeley. Yoon said she wants to bring “lived experience and expertise to the work advancing equity in San Francisco.”
Joe Hallisey, vice president of the Recreation and Park Commission, spoke in support of Yoon and recounted knowing her since elementary school. Committee members praised Yoon’s combination of professional and lived experience; Vice Chair Cheryl and President Mandelmann voiced support during the committee’s recommendation. Chair Walton moved to forward Yoon to the full Board for Seat 4 and to continue work on filling the other seat; the clerk recorded unanimous ayes and the motion passed without objection.
The committee noted that one additional seat will be rescheduled; Yoon’s nomination will proceed to the full Board as a committee report for final action.
