High Desert Parks & Recreation reports progress on pool upgrades, grants and audits

High Desert Parks & Recreation District manager Brandy updated Harney County Court on Sept. 3 about audit progress, capital grants and an urgent pool repair need.

Brandy said the district has made steady progress on financial audits that lagged for years; auditors are close to completing the 2022 report and work is underway on 2023 and 2024. She said the district is pursuing full transparency and compliance after prior management challenges.

Grants and capital work

Brandy listed recent grant awards and capital projects: a $465,000 award to revitalize the pool bath and shower house; about $100,000 spent on tennis-court rehabilitation and ADA access; and a $45,000 grant earmarked for a new boiler. She said the district had secured about $50,000 in local reserves as a match and had raised nearly $9,300 through a local fundraising campaign called the "metal fish" program.

Pool condition and near-term repairs

Brandy described a new crack in the main pool shell that developed when the district opened and drained the pool for annual maintenance; the crack has widened and she said the pool lost enough water that it took about 4.5 hours to refill after a recent absence. She said the board plans to vote at its next meeting to repair and repaint the pool, and warned that a full pool replacement would cost millions.
