One commissioner said the county had discussed creating a part-time recreation or parks-and-recreation coordinator to manage newly acquired assets such as Spence and to support future recreation-district conversations. The commissioner said finance staff (Vicky Knoll) previously indicated the position could likely be accommodated in the budget at an estimated loaded cost of about $50,000; no action or formal request was made at the meeting.
Commissioners also talked about liaison authority after an outside organization suggested a commissioner had acted without authority. Several commissioners said the liaison role has traditionally been a conduit for communication between staff and board members rather than a managerial authority over department heads. One commissioner cited the recent emergency hire for the sheriff's office as an example where a liaison acted to address an urgent operational need; another commissioner reiterated a preference for more centralized management and said the liaison role contains ambiguities.
The discussion produced no policy changes or votes; commissioners said they would continue to use liaison contacts as points of contact for staff while recognizing the board as the formal manager of department heads.
