Utah County appoints Claudia Barillas to shelter-county advisory committee

The Utah County Commission voted Aug. 6 to appoint Claudia Barillas to the Shelter County Advisory Committee, a panel that makes recommendations to the Utah state homelessness board. The commission approved the appointment by voice vote; no roll-call tally was provided.
The committee will meet quarterly, commissioners said, and serve in an advisory role to statewide homelessness policymakers. A commissioner who spoke during the discussion said, "We will not have a shelter in Utah County," reflecting the commission's position that the county does not seek a full-time shelter. Commissioners said the county still needs representation on the advisory committee to monitor proposals and relay information back to the commission.
Commissioners discussed how appointees report back to the commission and whether an elected official or county staff should serve. One commissioner said the preference is for an elected official when possible but agreed staff or other representatives can serve initially. Another commissioner said the most important outcome is consistent communication so that committee discussions do not become news items before commissioners have been briefed.
The motion to appoint Barillas was made, the name was read as Claudia Barillas, and the appointment was seconded; the commission voted in favor and the motion passed. Commissioners noted the appointment is advisory only and that the county can change its representative in the future if it chooses.
On related procedural business, commissioners agreed to continue agenda item 2 to Aug. 27, hold agenda item 4 for discussion, strike items 8 and 9 from the agenda, and hold closed-session items 7 and 10. Commissioners also briefly praised county staff and volunteers for the recent Utah County Fair and noted upcoming community events, including the Latino Americano Festival and a collaborative bike-park project in Lehi called the Lehi Shadow Ridge Bike Park.
No members of the public spoke during the public-comment period. The commission then moved into closed session and later returned to adjourn the meeting.
