Residents push for RV park ordinance changes; raise park maintenance concerns

Lance Denver, who said he recently bought land south of Walser Corner in Hancock inside the Covington city limits but within discussions raised Roosevelt City zoning questions, described plans for a managed RV park with showers, laundry and dog-walking areas. He asked the council to consider ordinance changes to allow a site designed with homeowner-association-like upkeep or single-owner facility management. "The only reason why I'm here is to let all of you guys know and to see what we can do to change the ordinances to make this happen," Denver said. Council members said planning staff is already reviewing ordinance language in other cities and that the proposal would go to Planning and Zoning for consideration.
A separate commenter relayed complaints from children and families using city parks. The speaker said a water fountain at the Constitution (referred to as Constitution/centennial) playground was not functioning and that park restrooms were unsanitary, describing vandalism to drinking fountains and missing playground decking: "Vandalism has been a big problem. They get kicked, they get hit, and they leak." Council staff acknowledged repeated vandalism and said park staff have considered camera placement and additional maintenance measures.
Council members took the comments as requests for staff action. Staff said park repairs and potential restroom additions would be considered as part of maintenance budgets and future capital planning, and that any zoning changes for RV parks or tiny home subdivisions would be processed through Planning and Zoning for ordinance updates.
No formal council action was taken during public comment, but councilmembers and staff noted both issues will be routed to Planning & Zoning and Parks & Recreation staff for follow-up and budgeting consideration.
