Roosevelt City Council approved a fire protection agreement with Duchesne (and county partners) that adjusts wage rates and adds contract language about boundaries and incident management.
County staff had presented a version of the agreement and staff summarized key elements: an hourly wage change from $21 to $25 under certain county billings and a new section (Section 9) that would include an illustrated boundary map. "The wages did change from $21 to 25. They did state the county is at 33, but they're making, as big of a change as they can right now," staff reported during the meeting.
Chief Lee and Captain Claiborne attended and answered council questions about operations, cost allocation and how the department bills for outside incidents. Council members pressed for clarity on the distribution of costs and asked whether Duchesne County and the other county partners were paying a fair share. Staff explained that billing is typically processed by minute or hourly accounting and that the city will invoice counties for firefighter wages when appropriate. Chief Lee said the city tracks responses and will present man-hour data in future reports.
Council and staff also discussed a new contract clause allowing the county to assume incident command in cases the county deems the incident not managed correctly; some council members voiced concern but acknowledged the clause is present in similar intergovernmental agreements. Council voted to approve the agreement and directed staff to finalize the contract language and a boundary map as requested by the county.
