The Muncie Redevelopment Commission voted Aug. 21 to accept edits to the updated Central Quarter corridor revitalization plan with a requirement that missing citations be added. The motion passed 3–1.
Why it matters: commissioners said the plan will serve as a tool for future redevelopment projects in the corridor, including applications that might support low-income housing tax-credit projects, but at least one commissioner said the document falls short of requirements for such federal tax-credit submissions.
Commissioner Dale criticized the plan’s preparation and said it lacks community engagement, necessary specificity and relevant cross-references. "I believe this does not meet the requirements, of the IRS code, for this type of document," Dale said. He described missing citations and weak specificity and said he could not, "in good conscience," support the document as presented.
Commissioner Bishop had volunteered edits and the commission approved the plan with the contingency that remaining citations be provided before finalization. The motion to approve passed with Bishop, Miller and Waggley voting yes and Dale voting no.
Next steps: staff will incorporate the remaining citations and return an updated, final document to the commission. Commissioners asked staff to ensure source citations are attached to graphics and data included in the plan.
The commission’s vote positions the plan for use in redevelopment discussions but does not, by itself, authorize specific projects or financing.
