Aiken City Council voted Aug. 25 to authorize an intergovernmental agreement with Aiken County that delegates limited planning functions to the city for a 120‑foot strip of right‑of‑way for the proposed second phase of the Powder House Connector.
City staff said the delegation is intended to keep project timelines tied to funding opportunities. Under the IGA, certain zoning and planning reviews for the road footprint would be performed by city planning staff rather than by county staff, but only for the specified right‑of‑way footprint and only while the second phase is pursued. Aiken County reviewed and approved compatible language before the council considered the ordinance.
If the second phase does not proceed, planning authority for the right‑of‑way would revert to the county. Council approved second reading and the ordinance passed following a motion and second and public comment about infrastructure and timing.
The council’s vote does not authorize construction or change property zoning outside the limited planning delegation; any development proposals would face the usual public review processes.
