City Council approved a reallocation of capital‑project sales tax (CPST4) revenues on Aug. 25 after staff reported collections exceeded the ballot estimate.
Staff said voters approved a CPST4 ballot totaling $50,911,319 for collections through April 30, 2026, but actual receipts through July totaled $52,116,337.12. Council voted to increase the allocations for water system infrastructure and sewer system upgrades to $8.5 million each, boost stormwater funding to $7,205,018 and allocate $14 million for Whiskey Corridor improvements. Staff recommended any funds remaining after project allocations be returned to water, sewer and stormwater CPST accounts and that additional interest earnings support the Powder House Connector project through completion.
The council discussed timing because CPST collections will sunset no later than April 30, 2026; county collection timing could affect the schedule. Council approved the allocation adjustment by motion and voice vote; the transcript records a unanimous vote.
Staff said reallocating CPST funds would allow the city to meet local match requirements for other grants and advance planned infrastructure work tied to the 2026 budget cycle.
