The Aiken City Council on Aug. 25 approved second reading of an ordinance waiving the city’s right of first refusal on three parcels in Vereen’s Industrial Park to allow a sale from Avera Management Services LLC to Nicotine Plus LLC.
City staff said the industrial park parcels total about 44.4 acres; two parcels are unimproved and one contains a building formerly used for pharmaceutical manufacturing. The deed restrictions give the city a right of first refusal but the proposed buyer is permitted under current zoning. The council’s action will allow the private sale to proceed; the ordinance passed on second reading after a motion and second.
At a prior meeting, council members had asked questions about the prospective manufacturing of liquid nicotine and public comment raised concerns about that use. City staff reminded council that the vote before them only relates to the city’s decision whether to exercise its purchase option, not to add or remove zoning restrictions.
No amendment to zoning was proposed at the Aug. 25 meeting. Council did not attach conditions to the waiver, and staff said existing land‑use and environmental regulations would continue to govern any future operations on the site.
