Greenville council approves easement, charitable gift fund and other routine measures in unanimous votes

At its Aug. 11 meeting the Greenville City Council approved a package of consent and ordinance items, including a permanent utility easement for N.C. Department of Transportation, creation of a city special-projects charitable gift fund, an amendment to allow malt beverages and unfortified wine at designated library events, removal of a $50,000 cap on an industrial fire-protection fee, and a multi-fund budget amendment.
Notable actions and votes:
- Easement to N.C. Department of Transportation across Homestead Memorial Gardens Cemetery (Item 3): Staff described the easement as a very small permanent utility easement for a pole guide-wire anchor placed about 4 feet outside the right of way and said it would not impact graves. Council approved the resolution 5-0. The motion was made and passed during the consent discussion.
- Creation of the City of Greenville Special Projects Charitable Gift Fund (Item 9): Staff said the new fund expands the existing Wildwood Park charitable gift fund model to accept donations for parks, the town common, affordable-housing initiatives and other special projects; about $12,000 from the Wildwood fund will transfer into the new fund. Council member who is a Community Foundation board member recused from the vote; the measure passed 5-0.
- Ordinance to allow sale, service, possession and consumption of malt beverages and unfortified wine at designated portions of Shepherd Memorial Library (Item 13): The assistant city attorney described the change as limited to malt beverages and unfortified wine at trustee-approved, designated events and noted spirits remain prohibited. Council approved the ordinance 5-0.
- Amendment to manual fees to remove a $50,000 annual cap on an extraterritorial industrial fire-protection fee (Item 14): Staff said the amendment responds to rising costs as the fire department achieves higher insurance-service tiers and to continued growth in the industrial park. Council approved the fee change 5-0.
- Budget ordinance amendment No. 1 for FY25–26 (Item 16): The council approved transfers and appropriations across multiple funds, including $350,000 for street lights and cameras, $3.1 million for pavement management, a $450,000 increase to the affordable housing fund, recognition of CDBG/HOME grants to increase the housing fund by about $1.7 million and other adjustments. The council also authorized adding half of a police full-time equivalency position. The amendment passed 5-0.
Other consent items approved (remaining consent agenda items not pulled): interlocal agreement with Pitt County/Pitt Area Transit System, dedication of right-of-way and easements for Barrington Fields Section 3, delegation of acquisition authority for the 50-and-10 affordable housing project, two governor's highway safety program grant authorizations for the police department, application for a U.S. Tennis Association venue services grant, capital reserve fund designations and tax refunds greater than $100. These items were approved as part of the consent motion; votes recorded as passed by the members present.
All motions noted in this roundup passed unanimously among the five members present; Mayor Pro Tem Monica Daniels was absent for the meeting.
