Council approves mutual-aid pact, land donation, appointments and participates in opioid settlements

At its meeting the City of Muskogee City Council took a series of administrative and consent actions, including approval of interagency agreements, acceptance of a donated property, appointments and participation in multi-jurisdictional litigation settlements.
Mutual-aid agreement: The council approved a mutual police-assistance agreement with the Jack C. Montgomery Veterans Affairs Medical Center to permit joint training and mutual response on the VA campus. City staff described the routine three-year mutual-aid arrangement and said it enhances joint response capabilities.
Donation: The council accepted donation of a parcel at 611 Marietta Street from the Oklahoma Housing Finance Agency for inclusion in the city’s land bank for future residential development. Tara Shows presented the item and staff recommended acceptance.
Appointments: Council confirmed the appointment of C.B. Abel to the Muskogee City-County Port Authority and Trust for a four-year term beginning Sept. 1, 2025, and approved Caleb Biglow to the Urban Renewal Authority (Ward 3) for a three-year term beginning Sept. 1, 2025.
Opioid litigation participation and settlements: After convening in executive session the council approved resolutions authorizing participation in negotiated settlements related to opioid litigation (listed as Resolution No. 3048 and Resolution No. 3049 in the minutes) and authorized execution of subdivision participation forms to join the settlement frameworks. City legal staff said actions followed confidential attorney–client communications in executive session and were approved by roll call.
Executive-session actions and other settlements: The council approved an economic-development incentive discussed in executive session for a potential business locating in the northwest quadrant of the city, approved a workers’ compensation settlement for claim 10-23-26, and approved a contract amendment regarding compensation for Chad Locke as juvenile first alternate municipal judge. For several labor negotiation items discussed in executive session (AFSCME Local 2465, Fraternal Order of Police Lodge 95, and IAFF Local 57), the council reported no action required at this time.
Council approved each item by motion and roll call.
