Public Works to use federal exchange funds for 1850 Road overlay; culvert study and landfill bids under review

Jesse Walton, Linn County Public Works Administrator, secured the commission's authorization to accept a Federal Fund Exchange award of $71,152.46 and to sign the paperwork during the Sept. 15 meeting. Walton said the county will use the funds toward an overlay on the 1850 Road project and must submit documentation showing the work paid for with the funds.
Walton also presented the results of propane bids and urged the commission to accept the lowest offer from CNG Propane at $1.35 per gallon for the coming season; the commission approved the motion.
Bids for a landfill perimeter-burn project were opened for review. The transcript records a bid from Cohen Construction Services LLC of Fredonia, Kan., for $211,540.15 and a bid from Veil Excavating LLC of Bethany, Mo., for $66,022. Commissioners deferred award pending further review.
Walton and staff discussed a culvert replacement (Baskerville Culvert) following an H&H study that recommended an 11-foot diameter culvert. The county will use an on-call engineer to determine right-of-way needs from adjacent landowners; that work will define culvert length and the amount of right-of-way the county needs to acquire. Commissioners moved the item to the Oct. 20 agenda to allow time for that analysis.
Walton asked to open a charge account with Coleman Hardware for Planning & Zoning UPS shipments; the commission approved that request.
Commissioners instructed Public Works to submit the required receipt/documentation to the funding agency after the overlay work to finalize the Federal Fund Exchange transaction.
