LAFCO requirements and petition: Teixeira described the LAFCO process as requiring a map, overlays of special districts, an independent fiscal analysis and an environmental review. He said the group must collect signatures from at least 25% of registered voters within the proposed boundary for LAFCO to proceed with a formal review. The group aims for a possible ballot measure in November 2026 if the application advances.
Funding, timelines and county relations: Teixeira said Eastern Placer Future has raised roughly $75,000 from about 170 grassroots donors via GoFundMe and is conducting a broader fundraising drive; he described the funding challenge as a significant risk to the effort and noted that costs to complete studies and to hold a special election could be large. Supervisor Cindy Gustafson was described as aware of and supportive of exploration but legally constrained from taking a public position as a LAFCO member; Teixeira said the county will have to be made financially whole under California's revenue‑neutrality rules if a town forms.
Teixeira said the group is adjusting proposed maps to reduce noncontiguous “islands” and to satisfy LAFCO preferences. He emphasized the effort is presently exploratory and that voters would decide a final incorporation question in a public election if the process moves forward. "Not what should we decide right now, but who should make the decisions," Teixeira said, summarizing the group’s rationale.
