District rolls out tiered behavior system and Panorama monitoring to align supports

The presentation—introduced by district leadership and led by Dr. Steven Sturgill—explained that the system maps responses across three tiers: tier 1 (universal classroom strategies), tier 2 (targeted interventions and coaching) and tier 3 (intensive individualized supports and safety plans). Staff said the district had the supports but lacked a consistent process for using them; the new flowchart is clickable and will point users to referral forms and to the behavior or wellness coach responsible for follow‑up.
Why it matters: Staff said inconsistent use of supports last year meant some students did not receive timely interventions. The flowchart is intended to speed identification, coordinate who is responsible at each step (teacher → administrator → PBIS team), and embed monitoring through Panorama so plans do not “slip through the cracks.”
Presentation highlights: Dr. Sturgill and other staff demonstrated how a teacher referral will route to the building administrator, how the PBIS tier‑2 team (building administrator, counselor, family member, teacher and others as needed) will create an intervention plan in Panorama, and how weekly or daily monitoring notes and automatic reminder emails will prompt follow‑up. Staff described roles for school counselors, behavior coaches, wellness coaches, psychologists and social workers and said school leaders will coordinate the “dance of support” at each building.
Safety and family engagement: Presenters emphasized immediate safety planning when a student shows severe unsafe behavior and said safety plans involve parents and administrators. Staff also stressed the importance of communicating strategies between school and home so practices used at school can be reinforced at home.
Next steps: The district said it will pilot or phase the flowchart this school year, have building administrators serve as primary coordinators of referrals, and use Panorama to monitor implementation districtwide. Board members asked whether the district compared practices with similar districts; presenters said the model aligns with MTSS/RTI approaches used in other districts and that the district drew on research and local staff experience.
