What staff said: Miss Calles explained HB 5 (Texas Education Code §28.14) requires each district to partner with at least one institution of higher education to offer a college-preparatory course in English and math, free to eligible students. For Laredo ISD, the district partners with Laredo College and TAMIU and jointly agrees on curriculum and implementation details. Staff said the course is designed for twelfth-grade students who have not met college-readiness standards and that a passing score (70 or higher) will count for CCMR accountability under current TEA guidance.
TEA provider-list development: Staff noted that TEA is implementing a list of approved providers and new course codes; for 2026–27 TEA will only accept courses from TEA-approved providers. Laredo College and TAMIU applied earlier for TEA approval; staff said TEA has accepted only a few providers so far and that the district should expect an annually updated approved list from TEA. Meanwhile, the district’s MOU with LC and TAMIU remains in effect and aligns to TEA expectations.
Curriculum and delivery: Staff said teachers will deliver the college-prep courses on campus using ChalkTalk and partner-college resources; instruction combines teacher-led gradual-release models with online differentiated practice. The district noted ChalkTalk’s approach preserves teacher-led modeling and small-group support while supplying online practice and monitoring tools.
Ending: Staff said they will provide student-enrollment numbers after schedules settle and that the district’s current practice—offering the college-prep course in twelfth grade—meets TEA expectations for the coming year.
