Members of the Leonardtown Planning and Zoning Commission on an agenda item introduced case 14-25, a concept site development plan for a proposed Tractor Supply commercial facility on the south side of Maryland Route 5.
Mike Bailey, the presenter for the application, said the proposal would combine several parcels to create a 3.939-acre lot owned by a single individual and accommodate a one-story commercial building of approximately 21,930 square feet with about 20,000 square feet of outdoor display area. He said the site was the former Penny site and that GBT Realty Corporation is proposing the development.
Bailey described a recalculation of parking requirements. The applicant initially identified a requirement of 110 parking spaces for the total building area; after separating retail, office and storage/vestibule areas for the parking calculation, Bailey said the retail portion requires 77 spots, the office portion 5 spots, and the storage/vestibule area would not be allocated dedicated parking, yielding a recalculated total of 82 required spaces. He said the consultant provided 84 spaces on the plan.
Bailey said a boundary line adjustment plat has been submitted to consolidate Parcel 91, 92, 93, 94 and a portion of Parcel 102 (Town tax map references cited in the presentation). The plat must show an access easement from Maryland Route 5 to the rear portion of Parcel 102 and utility easements to serve water and sewer to the new lot.
He provided a brief approval history for the site, saying a larger concept plan for the property had concept approvals in prior years (dates cited in the presentation). Bailey also reported that the Maryland State Highway Administration district office (dated 07/24/2025) had no comments on the submission and that Saint Mary's County Soil Conservation had granted erosion and sediment control concept approval on 05/07/2025. He noted that Saint Mary's County Public Works refers to Leonardtown's local codes (cited as chapter 1 55 16 and chapter 1 55 75) for development requirements.
Bailey also said a future Tudor Hall project includes an approved traffic signal for the intersection of Maryland Route 5 and Clarks Landing Road, and he noted the planning department had given approval on 10/14/2025 for materials the commission was receiving for review.
The commission did not record a motion or a vote on the concept plan during the excerpt provided; Bailey closed by noting multiple exhibits had been provided to commissioners for review and the item remained before the commission for consideration.
Next steps for this application were not recorded in the available transcript excerpt. The planning and zoning commission has the authority to approve, approve with conditions, delay, or deny a concept site development plan.
