The Huntsville City Council on Aug. 14 approved project development agreements intended to secure new jobs and capital investment from two firms.
Shane Davis, director of urban economic development, presented the agreements. He told council that Parsons Corporation will make a $5 million capital investment at its Huntsville campus and add 200 jobs; the annual average minimum wage requirement for those jobs is $100,550. The city's incentive is a performance‑based reimbursement of $1,200 per job; payments are made only after positions are filled and maintained for the required period, with a recapture clause if jobs are not maintained. City staff said Parsons currently employs roughly 600 people in Huntsville and the expansion would push that figure toward 800.
Performance Drones Works LLC, which began in a small office locally and has grown to roughly 90 employees, sought incentives to expand into a larger facility. Council approved a development agreement that staff said will support up to 525 new jobs, with an average minimum annual wage of $105,800; the city's reimbursement is $1,000 per job and will be paid in increments (first 100 jobs, then additional increments) as positions are established and sustained.
Council discussed the city's overall strategy of performance‑based incentives, workforce training partnerships with state entities (AIDT) and protections for taxpayers. Doctor Robinson described the approach as designed to protect the taxpayer by making payment contingent on verified, maintained jobs and wages.
The council approved both agreements by voice vote.
