A district administration representative explained that one bidder failed to provide a base bid and instead placed amounts in an alternate line item. That raised uncertainty about whether that bidder had bid the same project as other respondents. The administration recommended rejection to mitigate potential legal challenges and to reissue the request for bids with clearer, "apples-to-apples" language.
The board discussed scheduling and completion concerns; one board member and district staff said the target is to return to the board on Oct. 2 for acceptance of a project and to still aim for a substantial completion date in March, in time for the spring season. Administration said the rebid will include clearer language and coordination with the design team to remove ambiguities.
A motion to reject all bids was made, seconded and recorded as approved by unanimous vote.
