Salisbury council approves annexation, several ordinances and grant actions

The Salisbury City Council on July 28 approved a 5.28-acre annexation and took votes or formal first-reading actions on four ordinances and several grant and budget items.
Council approved Resolution No. 3412 to annex property described as Chestnut Way (Pohankakea annexation), a parcel of 5.28 acres (more or less) into the city and proceeded with second-reading approval of the resolution. The council also approved the legislative and consent agendas, which included minutes from multiple meetings earlier in 2025.
On ordinances, the council voted to accept $20,000 in grant funds from the Governor’s Office of Crime Prevention, Youth and Victim Services (via the Byrne Justice Assistance Grant program) to buy and install camera and cellular gateway equipment for the Salisbury Police Department (Ordinance No. 2946, approved on second reading). Council approved first reading of Ordinance No. 2947 to amend Chapter 8.11 (Fire Prevention Code) to add a permit requirement for wholesale and retail sale of ground‑based sparkling devices (first reading approved). The council approved first reading of Ordinance No. 2948 to accept a $500 donation from the Community Foundation of the Eastern Shore for a garden planting at Anne Street Village, and it approved first reading of Ordinance No. 2949 to create a new Salisbury planning commission independent from Wicomico County.
Council also recorded consensus approvals for two departmental funding actions described during the work session: (1) acceptance of an increase to an existing state grant for the fire department (the chief described the original award as $542,000 and said it has been increased to $623,300; council gave consensus to accept roughly $81,000 in additional funds), and (2) use of $150,000 in federal equitable‑sharing funds previously deposited into the city general fund following the dissolution of a multi‑jurisdiction narcotics task force (the police department requested authorization to use $150,000 for a property/evidence storage system, with $75,000 applied toward one half of a new record storage system). Both items were advanced by staff with council consensus.
No members recorded opposition to the motions presented on the legislative or consent agendas. Multiple items were handled with brief staff presentations and unanimous voice votes or council consensus.
What the actions mean: the annexation adds the specified acreage into Salisbury city limits; the police and fire funding actions provide equipment and administrative funding without a local match; the planning commission ordinance, if adopted in subsequent readings, would separate city planning functions from Wicomico County.
