The St. Mary's County Planning Commission on Aug. 11 approved the concept site plan for WM Davis Lot 15 (CSP25‑0135), permitting a 900‑square‑foot office and an 11,100‑square‑foot production industry building on a 1.21‑acre parcel in the Hollywood industrial area, with a condition that any required state or county road improvements be completed concurrently with issuance of certificates of occupancy.
Planning staff entered the concept plan into the record as Exhibit 2 and said the lot is in the county’s industrial land‑use category with an IE‑4 overlay; staff found the project met Schedule 32.1 development standards, Chapter 63 landscaping, Chapter 64 parking/loading and Chapter 71 resource protection standards and noted there were no mapped sensitive areas on site.
Agent Gene Burrows described the site as a former concrete plant with existing impervious concrete to be reused where feasible. The project will connect to public water and sewer on Airport View Drive; stormwater management was proposed via a micro‑bioretention area and use of an existing stormwater pond for channel protection volume. The applicant said the current anticipated disturbance is approximately 0.71 acres, below the one‑acre threshold that would trigger a Tier 2 MDE permit application.
Commissioners asked about access and shared entrances with adjacent properties, the presence or absence of mapped streams (staff noted Maryland Department of the Environment had inspected and confirmed no stream at the mapped location), and reuse of existing concrete to reduce disturbance. There were no public speakers.
A motion to approve the concept site plan passed on roll call: commissioners Patty Robrecht, Judy Fillius, Joe St. Clair, Jake Cousinau and Joe Van Kirk voted aye; the minutes show the total commission concurred and the motion carried. The approval includes the standard condition that any required road improvements be performed concurrent with occupancy issuance; site development plan review, stormwater sizing and title certification remain outstanding requirements.
