The St. Mary's County Planning Commission on Aug. 11 approved the concept site plan for the Greenwood Business Center (CSP24‑0463), allowing construction of a 1,904‑square‑foot office and a 5,214‑square‑foot production industry building on a 2.09‑acre parcel along northbound Md. Route 5 near Route 234 in Leonardtown.
Sean (planning staff) presented the staff report, identifying the property as Rural Commerce in the county comprehensive plan and noting applicable Comprehensive Zoning Ordinance standards (Section 51.3, Schedule 32.1, Chapter 63, Chapter 64 and Chapter 71). Staff concluded the proposed layout met floor‑area, landscaping and parking standards and found no on‑site sensitive areas.
Agent Gene Burrows, representing owners Kenny and Edna Wentworth, described the site plan and noted the development would use a shared entrance near an existing dental office and would be served by on‑site well and septic. The plan includes two micro‑bioretention stormwater features, about 0.25 acres of forest conservation, and a proposed 18 parking spaces (staff noted the required number of spaces for the building size was 13).
Commissioners questioned site details during the public hearing. Concerns and clarifications included: whether trees adjacent to Route 5 would remain (Burrows said a small section will remain but grading requires clearing in places), whether tenants or types of production were known (Burrows said tenants were not yet identified), whether the property had a recorded access easement (Burrows said a 50‑foot easement exists for the shared entrance), and whether flood/runoff issues to McIntosh Run had been addressed (Burrows said stormwater sizing and flooding analyses will be completed at the site‑development plan phase).
A motion to approve the concept plan passed on a roll call vote: Patty Robrecht, Lynn Delahaye, Judy Fillius, Joe St. Clair, Jake Cousinau and Joe Van Kirk all voted yes. The approval was conditioned that any road improvements required by the state or county must be completed concurrently with issuance of certificates of occupancy.
The staff report and the concept plan were entered into the hearing record as Exhibit 2; there were no public testimony speakers at the hearing.
