Civil Service Commission approves classification updates for veterans services, community services officers and library staff

The Mendocino County Civil Service Commission on Aug. 20 approved a package of human-resources classification changes that update veteran services job specifications to reference federal regulations, broaden the community services officer classification to allow assignments in jail and patrol divisions, and adopt a library classification study that creates new titles and abolishes outdated specifications.
Human-resources analyst Jennifer Cheek Payan told commissioners that a recent recruitment revealed the veteran services officer and veteran services representative job specifications did not include a required reference to Title 38, Part 14 of the Code of Federal Regulations. “Inclusion of this reference is a federal, excuse me, inclusion of this reference is a federal requirement and must explicitly document be documented within the job classification specifications,” she said. The commission voted unanimously to approve the change.
The library classification study, presented by Cheek Payan, reviewed seven existing classifications and 30 position questionnaires and recommended updates, new classifications for Bookmobile Driver I and II and Library Assistant II, a title change for Library Assistant I, reclassification of incumbents where appropriate, and abolishment of obsolete specifications. Cheek Payan said the changes are intended to align job titles and career paths with current work and with practices at other California county libraries. County Librarian Melissa Hannam and Administrative Services Manager Barbara Chapman were noted as present for the discussion.
Brandy Delzel, human-resources manager, described the community services officer (CSO) changes developed with the sheriff’s office as intended to “expand the operational flexibility and the incorporation of jail related responsibilities,” allowing cross-assignment between patrol, jail and administrative divisions. In response to a commissioner question about whether the CSO functions as an entry-level generalist, Delzel said the classification does allow sharing between jail and patrol duties.
Union representation for county staff also spoke in favor of the reclassifications earlier in the meeting. Patrick Hickey, field representative with SEIU Local 1021, said, “Our union is supportive of the, the modifications and adjustments being made to to the veteran service officer and veteran services representative. Classifications.” Hickey also expressed support for the library reclassification work as a collaborative process.

The presenters and staff emphasized that the classification changes do not alter incumbent duties but instead clarify titles and career ladders and assure compliance with federal requirements where applicable. After approving item 6(c) the commission moved on to closed session.
